Bugbee was born in Lexington, Massachusettts and in 1914 moved to the Texas Panhandle near Clarendon, Texas. Bugbee began sketching ranch life hoping to preserve a vanishing way of life in history which many were scenes he experienced personally. Charles M. Russell was his role model. While visiting Taos, New Mexico, Bert Phillips urged him to continue his training at the Cumming School of Art in Des Moines, which Bugbee studied under Charles Atherton Cumming who established the art department at the University of Iowa.
